Smoking is one of the main causes of addiction worldwide, and this phenomenon has increased significantly in recent decades, especially among the youngest populations, often with serious health effects due to the onset of respiratory, cardiac, and oncological lesions. Various forms (cigarettes, cigars, pipes...) ), necessitating legislative intervention, in particular to protect non-smokers from being forced to inhale second-hand smoke.

Italy's first law, No. 584/1975, prohibits smoking in school classrooms, hospital wards, waiting rooms, cinemas, public administration offices, libraries, museums and all enclosed places used for public gatherings.

The ban was gradually extended to certain establishments open to the public for the exercise of institutional functions by public administrations, public corporations and the provision of public services
